Is the run-out date my refill eligibility date?

No. Insurance, pharmacy, prescriber, controlled-substance and early-fill rules are excluded.

Can I use this for as-needed directions?

Only if you enter a hypothetical fixed frequency and treat the result as arithmetic. Variable or as-needed use cannot produce a reliable calendar run-out date.
